The NHS Constitution and Policy Manual, 10-20-16
The Third Amended Constitution of
the Niles Historical Society was put together by the Constitution
Committee and reviewed by the Board of Directors. All elements from
the original Second Amended Constitution, the By-Laws from the certification
process with the State Historical Society, as well as other constitutional
documents that have gone through the same rigorous process of two
readings before a vote, remain in this document. Some, however,
have lived past their usefulness as we move to a more digital world.
Those elements use a “strikethrough” method of indicating
that the committee and the Board consider them no longer useful
and should be either replaced or removed.
The key to understanding this draft
review is: all new language is in blue. All strikethroughs are either
replaced or removed. All language in green indicates that the section
has been relocated to a new area that better deals with the content
at hand.
This document is divided into 2 parts,
the Constitution and the Policy Manual. The Constitution contains
language that describes the organization of the Niles Historical
Society and how it is established. The Policy Manual deals with
the way the organization shall operate. All will follow Roberts
Rules of Order, volume 11. Both documents are mirror images of each
other. If Membership is Article III in the Constitution, then it
is Section 3 in the Policy Manual. Where there are no policies listed
for articles in the Constitution, there is a blank section in the
Policy Manual.
The Official Review and the Fiscal
Review have been added. Here, any changes to either document must
be noted in the Official Review. Any major additions or expenditures
will be noted in the Fiscal Review. This provides the Society with
a quick way to look up information to make decision for amendments
where the specific article, section, or number must be identified
and presented in writing, and the change must be inserted into its
proper location upon ratification where it belongs and will be recorded
in the Official Review.
This document had its first reading on Saturday, June 4, 2016. It
is posted on the Niles Historical Society’s website so members
who were not able to attend the meeting may access it for consideration.
